The Civil Serpent is a monster that is a functionary of the imagined political system. It will chase you, then chase you some more for the sheer sake of making your life more complicated than it already is.
His favorite weapon of choice is a clipboard, with which to whack the heroes that encounter it. Beware of the lethal paper cuts and the threat to report you to a supervisor.
On the up side, it is weak to red letters, red tape, and the color red in general. So, be prepared.
