Yep! Your User: page is only editable by you (or an admin), but your talk page is where another user can leave you messages, or participate in a conversation with you. Likewise, you can start new topics for discussion about any page on the wiki, or give your two cents about something brought up by other editors, on the talk pages of any wiki page you like. Even the GodWiki Main Page has a talk page where people have discussed/explained/complained about various aspects of the front page, its layout/technical details, and the GodWiki in general.
The Creators Manual is a good place to start learning about how to make good contributions to the wiki, and the {{Usergod}} template is an excellent way to start putting your User page together with a handy pre-formatted summary of who and what you are. You'll see the {{Usergod}} template in use on a ton of user pages, many of which you'll find in the Category:Gods page. You can view the source code (and on some users' pages, like my own, you could in fact submit an edit if you really feel you must) for working examples of how formatting and templates like {{Usergod}} work in practice.
(Hot tip: when conversing on Talk: pages, putting a full colon : at the start of a paragraph will indent it to indicate you're replying to something above. You'll see I've done that at the start of each of my paragraphs here. Add more full colons (:: etc) to indent more levels as the conversation goes on.)
